Neutral

As neutral is termed the totality of all peoples who havn’t joined one of the three main fractions in the galactic conflict. Furthermore, this also includes units that are used by all three factions equally or buildings that can be conquered from each fraction. It also includes none-buildable units, buildings or heroes as well as local forces such as militias or security forces who fight against their occupiers or with allies against an invasion.
